Health & Human Service Aide

​HUMAN RESOURCES GENERALIST 2

Education
Training: Bachelor's degree from a regionally accredited college or university. substitution: Candidates may substitute related experience for the required education at the rate of one (1) year of experience for thirty (30) semester hours of education. Experience: Four (4) years of full-time or equivalent part-time paid professional human resources, payroll, bookkeeping or accounting experience. Substitution: Graduate course work from a regionally accredited college or university may substitute at the rate of one (1) year of experience for fifteen (15) semester hours of education. Promotional only: Six (6) years of full-time or equivalent part-time paid experience as a human resources generalist 1. Note: A valid driver's license may be required.

Job Description
Under limited supervision, provides administrative support and performs professional personnel/ benefit work requiring knowledge and analytical techniques in a variety of job assignments for Monongalia County Health Department. The incumbent has full responsibility for planning, organizing, and completing personnel/benefit transactions within established guidelines and time constraints. Work includes extensive contact with the public, state and local government, public officials and staff. Incumbent assists in the development of policies and procedures for resolving and/or improving personnel issues. Many of the issues dealt with by the incumbent are of a confidential nature. Supervisory responsibilities may apply. Other duties as assigned.

Health & Human Service Aide

Education
Training: Must be able to pass a written test at the eighth-grade level. Special requirement: Applicant must be certified as a home health aide or must successfully pass the written competency evaluation given by the local agency prior to employment. Certification requires completion of a minimum 75 hours of training including a minimum of 16 hours of practicum. Applicant must possess a valid driver's license and availability of a car for continuous use shall be a prerequisite for employment. Note: For positions designated as breastfeeding counselor, WIC, positive past or present breastfeeding experience required.

Job Description
The Health and Human Services aide works in a nutrition support capacity for the health department's WIC program. The HHS aide will work a six-county region. The HHSA carries out assigned tasks such as income eligibility determination, participant education and screening including obtaining socioeconomic, health and nutrition data. Obtains heights, weights, and health history. Completes hemoglobin testing as part of the WIC assessment. The HHSA is prepared through a combination of competency based on the job training and nutrition education training modules to work under the close supervision of nutrition professionals to provide routine nutrition education. Must have own transportation to clinic sites. Must be available for evenings or early mornings as scheduled. Performs related work as required.

​Nurse Practitioner

Education
Training: Certification as a nurse practitioner from a national nursing certifying organization in the area of assignment. special requirement: Current West Virginia license or temporary permit to practice as a registered professional nurse.

Job Description
Nurse practitioner in collaboration with and under the direction of a licensed physician will perform advanced nursing as a practitioner, educator and consultant, provide advanced clinical assessment and case management in diagnosis and treatment of health illness needs of individuals and groups in a community setting. Under limited supervision performs professional work at advanced level providing direct nursing services to Monongalia County Health Department clinics services program. Work involves clinical and programmatic responsibilities within the health department and community, including prevention counseling and education as well as service delivery. Performs related work as required.

​​Nutritionist 2

Education
Training: Bachelor's degree from a regionally accredited college or university in foods and nutrition, dietetics of public health nutrition; or a bachelor's degree in a related field with 12 hours in nutrition. And experience: One (1) year of full-time or equivalent part-time paid professional experience in nutrition while employed by a health or welfare agency, food clinic, hospital, child development center, school system, nutrition council; teacher of foods or nutrition in an accredited school or college; agent or food and nutrition specialist in the agricultural extension program; or research work in foods or nutrition. Or substitution: Graduation from a coordinated undergraduate program in dietetics, completion of an approved pre-professional practice program (AP4) in nutrition or dietetic internship approved by the academy of nutrition and dietetics, or a graduate degree from a regionally accredited college or university in a related field may be substituted for the required one (1) year of experience. Special requirement: A valid driver's license may by required.

Job Description
Under general supervision, provides nutritional care and education to individual clients and groups, primarily prenatal and pediatric with emphasis on participants in the special supplemental nutrition program for WIC. Promotes and presents public health nutrition programs. Serves as a resource in nutrition for other health care providers, clients and the community. May have coordination responsibility for the dietary unit or as a lead worker in a WIC office. Other duties as assigned.

Training: Graduation from a regionally accredited college or university with a degree in the area of assignment. Under administrative direction, manages the fiscal department of the agency. Will direct administrative and support services in the areas of budgeting, purchasing and business operations, oversee work processes and regulatory requirements of the program. Will be responsible for planning the operations and procedures; directing the work of employees; developing employees; evaluating fiscal operation; developing budget needs; interpreting statutes, regulations and policies. Performs other duties as assigned and/or required.

Information Systems Coordinator 1 

Education:
Training: Successful completion of 12 semester hours of computer science from an accredited college or university. (Or) successful completion of an information technology, networking, electronics, computer science, computer programming or data processing program of at least 1,080 clock hours from a secondary vocational or technical school, commercial college or school of comparable level. (Or) successful completion of industry recognized authorized/certified personal computer or server support, local area network (LAN) administration, network service/support and/or network. Substitution: One year of full-time or equivalent part-time paid experience in providing direct personal computer support, computer programming, systems development or sale and/or installation and testing of terminals or personal computer and peripherals may be substituted for the required training.

Job Description
Coordinates the Monongalia County Health Department Information Technology Program and Resources. Works directly with the West Virginia Office of Technology and other outside staff to resolve problems. Assures compliance with federal, state and local regulations, laws, policies and procedures. Has advisory role in cyber security for enterprise.
