West Virginia Breast and Cervical Cancer Screening Program

, a gynecology program offered to West Virginia women between the ages of 21-64. For those who qualify these services are offered free of charge. The WVBCCSP is a comprehensive public health program that helps uninsured or underinsured women gain access to breast and cervical cancer screening services. Screening and early detection reduces death rates, improves treatment options, and greatly increases survival. Call 304-598-5119 to make an appointment.

Breast and Cervical Cancer Screening

There is no better food than breast milk for a baby’s first year of life. Breastfeeding provides many health, nutritional and emotional benefits to both mother and baby. Mothers enrolled in the Women, Infants and Children (WIC) program are encouraged to breastfeed their infants, unless there is a medical reason not to.

The WIC program supports breastfeeding in many ways. Specially trained counselors provide WIC mothers with breastfeeding encouragement, education and support. Members of the public can take advantage of free breastfeeding classes in each MCHD WIC county (see below for times and days) as well as a 24/7 app through the Appalachian Breastfeeding Network. Many WIC moms are eligible to receive or borrow breast pumps at no cost. Breastfeeding mothers are also eligible to participate in WIC longer and can receive enhanced food packages, if they breastfeed exclusively.

MCHD WIC's retired breastfeeding coordinator. Lynne Ryan, now serving as a WIC breastfeeding consultant, conducted this breastfeeding class about 10 years ago. MCHD WIC offers free breastfeeding classes for all pregnant and new moms in its six-county region, which includes Monongalia, Preston, Marion, Harrison, Doddridge and Taylor counties.

MCHD WIC maintains a limited inventory of manual and electric breast pumps. Only active WIC participants are eligible to borrow or receive a WIC pump, and pumps are issued based on need and availability. WIC does not fill pump prescriptions for insurance companies.

People with COVID-19 have had a wide range of symptoms reported, ranging from mild symptoms to severe illness. Symptoms may appear two-14 days after exposure to the virus. Anyone can have mild to severe symptoms.

Epidemiology/Infectious Diseases

COVID-19

is an emergency lifesaving procedure performed when the heart stops beating. Immediate CPR can double or triple chances of survival after cardiac arrest, according to the American Heart Association. CPR is highly effective in restoring blood circulation and oxygenation to vital organs during a cardiac arrest.

Participants will use both adult and infant CPR dolls to learn hands-on CPR techniques.

If performed in a timely manner, it is estimated that CPR could save 100,000-200,000 lives annually in the United States.

American Heart Association CPR training is broken up into two types: Heartsaver ($65 per student) and Basic Life Support (BLS) ($60 per student). Heartsaver is for non-medical personnel and focuses on CPR/AED use in the community. BLS is for medical providers or those who want to be medical providers and focuses on CPR/AED use in health-care or first responder settings.

Upon successful completion of course, students will get a two-year CPR card from the American Heart Association.

Environmental Health helps protect the health of the citizens of Monongalia County by permitting and inspecting recreational facilities in Monongalia County. Recreational facilities are inspected every 6 months.

Business owners are responsible for placing “no smoking” signs on entrances, creating a smoking policy for their establishment, educating employees about that policy and enforcing the Indoor Air Regulation at their establishments. The 

 was amended by the Monongalia County Board of Health on Jan. 26, 2017. The amended regulation went into effect on Feb. 1, 2017. Electronic smoking devices are included in the definition of smoking and are prohibited in all enclosed public places in Monongalia County.

As of March 9, 2012, smoking is prohibited in all enclosed public places in Monongalia County. This includes, but is not limited to:

All means of public transit including taxis and buses, and all areas, including ticket, boarding and waiting areas.

All restaurants, private clubs, video lottery parlors and bars.

Every room, chamber, place of meeting or public assembly, including school buildings, under the control of any board, council, commission, committee, including joint committees or any political subdivision of the state.

All patient rooms, waiting rooms and other public areas in health facilities, including, but not limited to hospitals, clinics, pharmacies, physical therapy facilities, doctors' offices and dentists' offices.

According to the Centers for Disease Control and Prevention, a communicable disease is one "that spreads from one person to another or from an animal to a person, or from a surface or a food." 

 notes that there are ways to help prevent communicable diseases: "Vaccinations have helped eliminate or greatly reduced disease threats. Proper handwashing, especially before and after handling food and using the toilet, helps keep germs at bay."

Monongalia County Health Department is part of a coordinated nationwide network to respond to the threat of communicable diseases. Monongalia County Health Department houses several programs that focus on the prevention, surveillance and control of infectious diseases.

State law requires health-care providers, hospitals and laboratories to report suspected or confirmed cases of certain diseases. Many of these cases are investigated by Monongalia County Health Department's Infection Control & Disease Prevention staff as they work to to halt the further spread of disease.

These diseases should be reported within a certain time frame. Below is a list of diseases and incidents that should be reported either immediately or within 24 hours. At Monongalia County Health Department, our epidemiologists track infectious diseases, investigate and manage disease outbreaks, educate medical providers and the general public about illness in our community and teach how to prevent the spread of diseases.


When an outbreak occurs, our epidemiologists communicate with the facility or individual(s) to help track the disease and provide guidance on steps to work through the outbreak and prevent them in the future.

Division of Infectious Disease Epidemiology (DIDE)

The Division of Infectious Disease Epidemiology (DIDE)

, a program from the West Virginia Office of Epidemiology and Prevention Services (OEPS), monitors and manages communicable diseases in West Virginia through technical assistance, investigation, education and prevention. DIDE is staffed by epidemiologists, physicians, nurses and other experts infectious diseases. DIDE provides consultation regarding infectious diseases and outbreaks and in collaboration with local health departments investigates and reports these diseases to the Centers for Disease Control and Prevention (CDC). DIDE also provides educational materials on identification, management and prevention of diseases to clinicians and the public.

Vendors at a farmers market that sell foods that require temperature or time control for safety (TCS food), such as cheesecake that would need to be refrigerated, or that prepare food at the farmers market are required to obtain a 

Food or Retail Permit for a Farmer’s Market

​There are three types of farmers market vendor permit:

 – Vendor that sells packaged and bottled TCS Foods

 – Vendor (third party) that sells packaged and bottled TCS foods for other vendors.

 – Vendor that prepares and sells food at the farmers market.

​All food service vendors must have a Certified Food Protection Manager and all staff should have a current food handler's card. Food safety training is recommended for retail and consignment permits.

A Farmers Market Vendor Permit is valid at only at farmers markets locations in Monongalia County.

 is required if you plan to set up at any other event or location outside of a farmers market.

Dr. Brian Huggins, Monongalia County Health Department's medical director and the county health officer, is certified to conduct FAA flight physicals to ensure that pilots meet the necessary medical requirements for safe flight.

Dr. Huggins served in the U.S. Air Force and was Chief of Aerospace Medicine at Eielson Air Force Base In Fairbanks, flying as a passenger in F-16s to assess pilot health. He is also a certified aviation medical examiner.

Flight Physicals

In order to promote and protect the public's health and ensure that the county's food supply is safe and sanitary, all persons that prepare and serve food to the public or sell packaged foods that require temperature control for safety are permitted and inspected by Monongalia County Health Department.

There are currently more than 850 permitted food establishments in Monongalia County. These include facilities such as restaurants, bars, grocery stores, school cafeterias, hospital cafeterias, day care kitchens, stadium concession stands, mobile food units (food trucks), farmers markets and temporary food establishments.

The Centers for Disease Control and Prevention estimates that 1 in 6 Americans, more than 48,000,000 people, get sick from food every year. Of that number, 128,000 of them are hospitalized and 3,000 die every year from foodborne illness, or food poisoning.

Protect yourself and your family from foodborne illness by using four core practices:

Wash your hands before preparing food and anytime you touch raw meat, chicken, fish, eggs or any unclean surface.

Wash all utensils (cutting boards, knives, bowls, etc.) before using them to prepare food.

Wash all vegetables and fruits before eating or cooking them.

Store raw meat, chicken, fish and eggs separate from cooked foods, vegetables and ready-to-eat foods such as milk, cheese or deli meats.

You should also store any raw meat, chicken, fish or eggs on the bottom shelf of your refrigerator, or below any cooked foods, vegetables or ready-to-eat foods.

Use separate utensils for preparing raw foods and cooked foods or vegetables. Don't cross-contaminate.
